Recommendation: That the City Council direct staff as deemed appropriate
Background: The City Council directed staff to study the proposed closure of 6th Street between Ardmore Avenue and Pacific Coast Highway at the request of area residents. The proposed study was to include analysis of:
It was suggested that the study be designed to provide recommendations which could be applied to other east/west streets with commercial traffic intrusion.
Analysis: In order to expedite the proposed study and minimize costs, staff contacted Linscott, Law & Greenspan (LL & G) which prepared the revised traffic analysis for the Learned Lumber/Anastasi project previously considered by the City. The firm has current traffic count information for the Learned site and some of the surrounding area which should simplify data collection for the proposed study.
LL & G is proposing to prepare a report with supplementary traffic counts, analysis of the proposals and recommendations which can be abstracted to other similar residential areas of the City at a cost of $6,955. A draft report would be available within 15 working days of completing supplementary traffic counts for 5th, 8th and 2nd Streets at Ardmore Avenue and PCH. Upon completion, staff would meet with area residents to review the study recommendations. Initiation of the project was recommended for January as the study would have reflected December holiday traffic patterns which are not typical.
