                protest beer and wine license applications? A1:  Under
                the
                ABC's rules, only one "on sale" (restaurant) license is
                supposed to be
                allowed for each (approx.) 1000 residents.  Hermosa
                Beach is
                officially "overconcentrated" with licenses - more than
                threefold.  When an applicant seeks to add a brand
                new license
                (either beer & wine or hard liquor) which will add
                to that
                overconcentration, they must convince the ABC that
                licensing the new
                premises will serve the "public convenience or
                necessity" (PCN). 
                However, if the applicant is changing an existing beer
                and wine license to hard
                liquor, that change will not add to the overconcentration of
                licenses, so they do not have to meet the PCN
                requirement.
